Jiri SlabyandMauro Carvalho Chehab 1ae138d0ba scan_data/cz-all: 4th multiplex has FEC 3/4 
Not 2/3. This I inappropriatelly got from the website. But it is
wrong. 3/4 is definitely correct. Change that so that we can actually
tune that multiplex.

Jiri SlabyandMauro Carvalho Chehab bc7b00bc93 proper dvb-t scan data for Czech Republic 
The tuning parameters are different for multiplexes 3 and 4. And the
scan data are invalid for them. Further there are few more
transmitters built in here. Especially for mux 4. So it is added too.
